Erasmus KA2
Strategic partnerships are forms of structured cooperation over the long term between Higher Education Institutions and other organizations, public or private, active in the fields of education, training, and youth, aiming to support the development, transfer, and/or implementation of innovative practices at organizational/institutional, local, regional, national, and European levels. Among the main objectives, strategic partnerships are expected to:
- enhance the quality of education and teaching
- stimulate greater synergy between sectors and with the world of work
- promote a strategic use of new technologies, in line with the Modernization Agenda for Higher Education
Who can participate?
Any organization, public or private, active in the fields of education, training, and youth or in another socio-economic sector, as well as organizations engaged in cross-sectoral activities, can participate.
Higher Education Institutions participating in a strategic partnership (whether as coordinators or partners) must hold an ECHE (Erasmus Charter for Higher Education).
For a strategic partnership to be formally eligible, it must consist of at least 3 organizations from 3 Programme Countries.
The participation of organizations from Partner Countries is eligible but only as partners (not coordinators) and only if the essential added value they bring to the project is clearly demonstrated.
The project: duration and eligible activities
A strategic partnership can have a duration of 2 or 3 years. This duration must be chosen at the time of submitting the application.
In terms of achievable activities, the ERASMUS+ Program offers great flexibility to strategic partnerships, provided that there is a real alignment between the planned activities and the priorities/objectives they are intended to pursue, as annually outlined by the European Commission. In this regard, reference is also made to the indications in the Program Guide.
A strategic partnership must primarily aim at producing Intellectual Outputs, a term referring to tangible results, both quantitative and qualitative, achieved by the project (e.g. curricula, educational materials, open educational resources, IT tools, analyses, studies). For these to be considered eligible, their sustainability must be ensured, meaning the ability to endure over time and produce benefits not only within, but also outside the partnership.
Moreover, a strategic partnership can carry out transnational learning, teaching, and training activities, provided that these activities add value to achieving the project’s objectives. Among these, the following types of activities are eligible:
– Intensive Study Programs
– Combined (virtual and physical) short-term student mobility
– Short-term joint staff training events
– Long-term mobility of teachers (for teaching or training)
From a quality perspective, strategic partnership projects are evaluated based on a set of parameters established at the European level.
In particular, a strategic partnership is evaluated by looking at the relevance of the project, the quality of its development, the quality of the partnership and the cooperation agreements undertaken in this regard, and finally, the planned dissemination and expected impact.
